Are you eligible?

The CCR regime (Change of Residence) is for Algerians moving back to Algeria after living abroad.

  • Algerian who lived abroad for at least 2 years
  • Vehicle registered in your name for at least 6 months before return
  • One-time benefit (once in a lifetime)
  • Vehicle under 5 years old (Finance Law 2026)
  • Maximum 1800cc engine for petrol and hybrid

How much you save

The CCR regime applies a single 5% flat rate on customs value (CIF), instead of the full taxes under the personal regime (DD, TIC, VAT, TCS, PRCT).

Example: Toyota Yaris 2024, 1500cc, import price 60,000 AED

How it works

Four steps to benefit from the CCR exemption.

Check my eligibility
#1

Prepare your file at the consulate

Before your final return, request a Change of Residence certificate from the Algerian consulate in your country.

#2

Pick your car

Markab sources and inspects the vehicle to your specs, in the UAE, China, or Europe depending on your situation.

#3

Shipment in your name

The car is shipped to the Algerian port (Algiers or Oran) with your name as recipient.

#4

Required documents

Have these ready before returning to Algeria.

  • Change of Residence certificate (consulate)
  • Foreign vehicle registration at least 6 months old
  • Proof of residence abroad for at least 2 years
  • Passport and consular card

Frequently asked questions

How early should I prepare the file before returning?+
Ideally 3 to 6 months before the final return. The Change of Residence certificate takes time at the consulate, and the car must be in your name for at least 6 months.
Can I import if I'm only returning temporarily?+
No. The CCR regime requires a permanent return to Algeria. The consulate verifies that you are closing your residence abroad.
Can I combine this with the 3-year personal quota?+
No. CCR replaces the personal regime for this import. You benefit from a single 5% reduced rate instead of the full taxes under the personal regime (DD, TIC, VAT, TCS, PRCT).

  • Vehicle purchase invoice
  • Restrictions to know

The CCR regime comes with strict rules.

    • Value cap

The reduced rate applies up to a value cap set by the Finance Law 2026. Beyond it, the excess is taxed at the personal regime.

    • Resale ban

The vehicle cannot be resold for a set period after import, otherwise the exempted taxes become due retroactively.

    • Diesel excluded

Diesel vehicles are not eligible for the CCR regime.

    • Engine cap

Petrol and hybrid engines are capped at 1800cc.

What are the 2026 value limits?
    +
The Finance Law 2026 sets a customs value cap. Beyond that cap, the excess is taxed under the personal regime. Contact us for the exact cap that applies to your case.
What happens if I resell the car too early?+
You must retroactively pay the difference between the CCR reduced rate (5%) and the full taxes (DD, TIC, VAT) at the rates in force at the time of resale. That's why the car is flagged as non-resellable in the registration registry.
Can Markab buy on my behalf in the UAE or China?+
Yes. We buy and inspect the car in the UAE or China, ship it in your name, and support you with the CCR file. Contact us for a personalized quote.
